As a prototype I had an idea to use GRASS's d.out.gpsdrive script with d.path
in a loop to continually update a gpsdrive registered image of the same
filename. Would have to have gpsdrive reload the image instead of caching it.

It already does voice output via the "festival" text-to-voice option.
(sounds like Stephen Hawking or the burger king takeout window)

Yes, gpsdrive will do that fine.
